What is BMP replacement?
The permit's answer to a control past saving. Under TXR150000, if inspections or other information indicate a control has been used incorrectly, is performing inadequately, or is damaged, the operator must replace or modify the control as soon as practicable after making the discovery. The discovery starts the clock.
That sentence does a lot of work: it makes replacement a compliance obligation with a deadline attached, not a convenience call for the next scheduled visit. A flattened fence found on Tuesday is not a next-month agenda item.
