Why track-out control matters
Under the Texas Construction General Permit (TXR150000), permittees must minimize, to the extent practicable, the off-site vehicle tracking of sediments and dust. Track-out is one of the most visible compliance problems a site has — a clean public road is the easiest signal that a project is well run. The obligation is continuous, which makes access control a build-and-maintain job, not a one-time install.
