What does Garland require for SWPPP compliance?
Any operator seeking coverage for stormwater discharges from a construction site under the TPDES construction general permit must submit a signed copy of the notice of intent — or, for one-to-five-acre projects, the site notice — to the City of Garland at least two days prior to the commencement of construction activities. File it with mobilization.

The compound inspection clock
Once work runs, the cadence is written into the city code. Garland's stormwater code requires qualified personnel to inspect disturbed areas, exposed material storage, structural control measures, and vehicle entry and exit points at least once every seven calendar days and within 24 hours of the end of a storm that is 0.5 inches or greater. Weekly and rain-triggered — both clocks run at once, and the record has to show it.
The state permit still applies
The city's rules sit on top of the state's, not in place of them. A stormwater pollution prevention plan (SWP3) must be prepared and implemented before construction activities begin. TXR150000's standard schedule requires construction site inspections at least once every 14 calendar days and within 24 hours of the end of a storm event of 0.5 inches or greater. The city's layer gets the project reviewed; the state permit's obligations run for the life of the disturbance.
