Dallas is the rare city where the stormwater layer has no size threshold — the code reaches every job, and the state permit stacks on top of it.
What does Dallas require for SWPPP compliance?
There is no too-small in this city. All construction activities, regardless of size, taking place in Dallas must comply with Dallas City Code Sec. 19-118. One backyard pool dig and one master-planned phase answer to the same section of the city code — what changes with size is what stacks on top.
Where the state permit stacks on
Size starts to matter at the state layer. Construction activities in Dallas that disturb at least one acre and less than five acres must comply with the TPDES rules for small construction sites in the TXR150000 Construction General Permit, in addition to Dallas City Code requirements. That is the layering in practice: the city section always applies, and the state permit joins at an acre.
The state permit still applies
The city's rules sit on top of the state's, not in place of them. A stormwater pollution prevention plan (SWP3) must be prepared and implemented before construction activities begin. TXR150000's standard schedule requires construction site inspections at least once every 14 calendar days and within 24 hours of the end of a storm event of 0.5 inches or greater. The city's layer gets the project reviewed; the state permit's obligations run for the life of the disturbance.
